We would like your feedback on the draft summary report from the workshop to ensure that we have captured all municipal priorities, plans and possible recommendations related to the proposed natural gas DSM plan filed by Enbridge. The draft report was sent in the email. All comments will be confidential.

Thank you for your time.

1. Please rank these municipal needs (ie. Priorities) by order of importance in regard to natural demand side management to the municipality you are representing.
Use '1' for most important and '7' for least important. Please do not use each number more than once, and you do not need to rank every one.
a) Achieving emissions targets, such as those in municipal emissions reductions plans.
b) Promoting alternative energy, such as different ways to meet energy needs with lower carbon and power. Many municipalities expressed interest and support for RNG, as well as for developing district energy/heating.
c) Increased support for improving residential energy efficiency, such as net-zero new construction.
d) Increased support for retrofits, including promoting electrification where necessary.
e) Greater alignment between government and utility, focusing on increasing municipal capacity with Enbridge support (e.g., collaboration on projects and programs, like the Green Development Standards)
f) Increased support for municipalities to implement energy efficiency, such as for on energy access, (including addressing energy poverty)
g) Other (please specify below)
If you answered 'Other' to the previous question, please provide details

2. Please rank these actions (ie. measures to address the municipal needs) related to natural gas DSM by order of importance to the municipality you are representing:
Use '1' for most important and '5' for least important. Please do not use each number more than once, and you do not need to rank every one.

a) Support for municipalities to implement energy efficiency, such as providing additional funding for programs, including expanding programs and funding for social housing and disadvantaged communities
b) Providing financial support for low-carbon gases (e.g., Hydrogen, RNG)
c) Providing support for switching to low-carbon technologies, such as providing incentives for fuel switching and for alternatives from natural gas (such as hybrid heating, geothermal, district heating, and air source heat pumps)
d) Integrating DSM plans with municipal plans, such as aligning gas DSM programs with municipal programs.
e) Other (please specify below)
If you answered 'Other' to the previous question, please provide details

3. Please rank these specific recommendations we could propose to the OEB regarding Enbridge’s DSM plan by order of importance to the municipality you are representing:
Use '1' for most important and '5' for least important. Please do not use each number more than once, and you do not need to rank every one.

a) Increase funding to DSM programs to align more closely with the opportunities outlined in the Ontario Environment Plan and OEB Natural Gas Achievable Potential Study.
b) Add specific DSM programs targeted to achieve energy and emission reductions in municipalities across Ontario.
c) Include fuel switching (eg, from natural gas only to hybrid heating) in gas DSM
d) Mandate greater partnerships and program efficiencies to serve Ontario consumers, such as joint programs with IESO that delivers electricity conservation programs to the exact same customer
e) Other - Please add specific recommendations we can make for Enbridge
