This white paper was developed in partnership with Savant Technical Consulting. Its purpose is to explore and analyze issues related to assessing the life-cycle impacts of low-carbon fuels and to offer recommendations on developing policies that will ensure the realization of net greenhouse gas emissions reductions from low-carbon fuel production. Particular attention is paid to the issue of indirect land use change as it pertains to Canadian biofuel policies and production.
Due to the tremendous number of variables at play across global ecological, social, political and economic systems, life-cycle assessment (LCA) is far from an exact science. There are, however, many ways by which LCA principles can be integrated into policy to foster optimal outcomes. This paper discusses some of those options in the hope of providing a valuable resource to low-carbon fuel stakeholders.
