Pollution Probe GM Dealer Community Charging Program

As part of NRCan’s Zero-Emission Vehicle Infrastructure Program (ZEVIP), DCCP is the largest EV charging station incentive program in Canada providing substantial rebates for the installation of EV charging stations.

The Pollution Probe GM Dealer Community Charging Program (DCCP) ZEVIP initiative, supported by GM Canada and NRCan, offers funding opportunities for new Level 2 Electric Vehicle (EV) charging stations.

The program aims to bridge the accessibility gap and accelerate the transition to Zero Emission Vehicles (ZEV’s). Funding is available until March 31, 2025, on a first-come, first-serve basis, with FLO as the exclusive provider of charging stations.

Approximately 500-600 new charging sites can be supported nationwide through this program, making a significant impact on the national charging network.

Eligibility

Eligible recipients under this program must be legal entities validly incorporated or registered in Canada, including not-for-profit and for-profit organizations such as:

Individuals, owners of single-family homes, and federal government departments are not eligible to apply for this round of funding.

Eligible locations for EV charging station installations under this program include:

Multi-Unit Residential Building (MURB)

MURB charging is defined as infrastructure in parking spaces where people live, and businesses reside, whereby public charging is available 24/7

On-Street

On-street charging is considered curbside charging infrastructure for public use and is managed by local governments.

Public Places

Defined as parking areas intended for public use. Parking areas can be privately or publicly owned and operated. Examples of public places include, but are not limited to, service stations, retail outlets, restaurants, community centres, libraries, medical offices, parks, etc.

Rebate Details

Maximum rebate levels are indicated in the table below. Applicants are welcome to submit multiple applications if planning installations at multiple sites. Maximum funding per project site is $100,000.

For Indigenous businesses or communities, or provincial, territorial, regional, or municipal governments, the stacking limit is 100% of project costs.

All charging stations installed under our program must be connected, or have the ability to communicate to other stations and/or to a server or the cloud through cellular/wireless signal or connected vehicle communications using software to report on usage and/or other capabilities.

All stations supported must be owned by the applicant/funding recipient and must be for a new or expanded charging site (not replacements for other charging stations).

All stations must be sourced from FLO and must be operational by March 31, 2025. Reimbursements can only apply to project expenses incurred between April 1, 2024, and March 31, 2025.

Site hosts are initially responsible for covering all project costs, but eligible expenses would be reimbursed by NRCan, GM, and participating dealerships. Once reimbursed, site hosts would be responsible for FLO’s Global Management Service fees, maintenance costs, sales taxes (related to the project), and a portion of installation costs.

GM will provide a fixed reimbursement of $6,000, and participating dealerships would provide a fixed reimbursement of $4,000 per dual port L2 charging station. Both GM and dealership funding would be channeled through Probe for distribution to site hosts.

Pollution Probe will reimburse successful applicants in one lump sum payment following the submission of all project completion documents (paid invoices, proof of ownership or access to install sites, “before and after” photos, etc.).
